You should start with speaking some Japanese. Japanese school has an English class but, Japanese people are scared to communicate in English. They might read English, but they don't learn how to read and speak.

Become friend with Japanese people

If you are staying in the community which is full of foreigners, you might even not find Japanese friends. If you are friends with Japanese people, they might introduce their friends to you. Go to Nomikai (飲み会) which is a drinking party to get more friends. Even your friend might invite you to Goukon (合コン) which is a matching party.

Go to the bar

I won't recommend going to an English bar or international bar. You will end up speaking in your language. You should consider going to a small local bar which has only a few counter seats. Izakaya (big chain pub) is more for Nomikai, so you will probably have a difficult time talking with a stranger.

When you find a favorite bar, become a regular customer. If you know the staff, they will introduce other regular customers.

Meetup or language exchange

Japanese people won't use Meetup so much, but you can find a language exchange community there. Even you don't speak Japanese. You can talk in English. I think ladies who are in the language communities, they might into foreigners or interest in foreigners.
If you search for language exchange on craigslist, you will find a lot of ads.

Job

If you are working in Japan, your co-worker might be the one. Ask them for a drink or have lunch with you!

Hobby

If you have hobbies, you can use that for meeting people. ジモティー(Jimoty) is the biggest classified website in Japan. If you can read or type in Japanese, you should check up.

Aiseki Izakaya

Aiseki Izakaya(相席居酒屋) is the pub for finding ladies or man. You paid for 1500yen to 2000yen for the first 30min to have a conversation with ladies.

You can find stores easily. Stores are all over around Tokyo.

This is class ways to find ladies, but you can still find ladies there. If you are looking for a serious relationship, it might not be the best way.

Konkatsu or Machikon
